RACE REGULATION

  • 1.Purpose: To advance the marathon competitiveness of Taiwan, and to promote our exceptional travel resources in North Coast, New Taipei City, we actively invite international elite marathon runners to participate in this label road race of the highest level in Taiwan and certified by the World Athletics.

    (2) Challenge Run: Eligible for participants aged 15 years old and above (with reference to the requirements of the National Games), born in or before 2008.

    ★ A participant who registered for the visually impaired category shall have the certificate of physical or mental disability, and the participant may only register for participation when a companion is accompanying the participant during the entire running course.

  • 10.Guaranteed Quota:
    (1) To improve the records of the race and retain outstanding participants who participated in the marathon before, the registration system will directly notify the participants of their qualifications; they will be exempted from the random draw procedures once they duly filled out their registration data. The participant will receive the payment notice, and the registration will be completed once the payment is made. The list of guaranteed quotas will be announced on the official website.
    (2) Guaranteed Quota Category: Marathon of 42.195 km.
    (3) Record Restriction:For those who have participated in 2019, 2021, or 2022 New Taipei City Wan Jin Shi Marathon with a record reaching the standard in any year shall be included in the guaranteed quota and directly enrolled; the marathon record of a male participant shall be 4hrs and below, and the marathon record of a female participant shall be 4.5hrs and below.
    (4) Review Method: The Organizing Committee shall use the computer to compare the ID numbers and records of participants in the marathon results database.
    (5) The guaranteed quota is included in the number of people enrolled for the marathon category. For example, when the number of people to be enrolled for the marathon category is 6,000, and the comparison result of the guaranteed quota is 500, the number of people that shall be selected from the random draw shall be 5,500, and so forth.
  • 11.Registration Method:
    (1) Registration Method: Individual Registration Only
    【General】 Online registration → Visit the official website of the marathon(https://wanjinshi-marathon.com.tw)→ Click on “Register” → Register for the random draw → enter the event page → carefully read the information and relevant notices for the marathon → Click on “Register Now” → Fill in your detailed personal information.
    【Visually Impaired】Register via fax → Complete the registration form in excel/odt (including data of the applicant and the companion), and a copy of the physical and mental disability related to visual impairment, the identification documents of the companion, and the certificate for the participation achievements for the past three years shall be enclosed.

    ★Foreign participants are exempted from the random draw procedures, and they are successfully registered once they complete their registrations and made payment by credit cards.

    (3)Random Draw:
    The random draw is performed on an individual basis. The official enrolled list and the waiting list are randomly drawn and announced on the official website. Applicants may use their ID numbers and names to inquire about the results. The quota for the officially enrolled and the waiting list is set out in the following table (foreign participants are exempted from the random draw):

    (4)Payment:
    ★After receiving the officially enrolled or enrolled from waiting list notice, please visit the registration system and click on “Registration Inquiry” on the event page→ enter the registration data inquiry result page → select the payment method and submit; pay based on the payment deadline in the E-mail notice.
    ★Taiwanese participants may make payment at convenience stores or by using ATM;foreign participants may only make payment by using credit cards.
    【Convenience Store Payment】
    Use the payment series number (order number) and pay at the convenience store of your choice. Use ibon machine (7-11), Life-ET machine (Hi-life), or FamiPort machine (Family Mart) to print the payment sheet and pay at the counter of the convenience store; NT$30 is additionally charged as service charges.
    【ATM Payment】
    ATM payment serial number notified by E-mail → Transfer payment before deadline (payment deadline not affected by public holidays) → Please make payment at any ATM throughout Taiwan (or online ATM) → Click at “Payment” → Enter the bank code (006) for Taiwan Cooperative Bank → Enter the ATM payment serial number (16 digits in total) → Enter your “Transfer amount” (i.e. order amount. Additional fees of NT$30 for administration included) → Complete the payment.
    【Credit Card Payment】(Foreign participants only)
    1.Only VISA, MasterCard, or JCB may be used for credit card payment.
    2.Please visit the registration system and click on “Registration Inquiry” on the event page → enter the registration inquiry results page for confirmation → click on the credit card payment link “Pay Now” at the end of the page → enter the bank’s credit card data filling page → complete and submit the data for the completion of the payment.
    【Notice of Successful Payment】
    Upon the completion of the payment, the system would send an E-mail for notice.

    (5)Check-in Method: Local participants who registered may choose on-site check-in or check-in by post; foreign participants may only choose on-site check-in.
    【On-site Check-in】
    Check-in Time: 11:00-20:00 from 16th March to 17th March 2023 11:00-15:00 on 18th March 2023.
    Venue: Participant on-site check-in counter at Banqiao First Stadium (No. 278, Hansheng E. Rd., Banqiao Dist., New Taipei City).
    ★ Notes: The participant shall present check-in number and the original identification document for collection; for those who entrusted others for collection, they shall enclose their identification documents (foreign participants shall present their passports) and signed the letters of attorney; the collectors shall check the content of the kit on-site and sign after they have confirmed there is no error; no re-issuance will be made subsequently.

    【Check-in by Post】
    Delivery Time: Successively delivered from 6th March to 10th March 2023.

    ★ Notes:
    1. For those who choose to check in by post, they shall bear the delivery fees of NT$120; please pay such fees together with the registration fees.
    2.Upon registration, please fill in the correct address and name of the addressee to avoid failure in delivering the kits. When the participant fails to receive the kit sent by the Organizing Committee due to incorrect address, they shall be held responsible, and the Organizing Committee will make no supplementary dispatch.
    3.For those who choose to check in by post, if the check-in kit is not delivered before 13th March 2023, please contact the service line: +886 04-7865019.
    4.After receiving the check-in kit by post, it shall be deemed as completing the check-in procedures. The Organizing Committee will not accept any other forms of check-in.
    5.For those who checked in but failed to collect their kits, please visit the Sports Department of New Taipei City Government (6F, No. 278, Hansheng East Road, Banqiao District, New Taipei City) before 31st March 2023 between 9:00-12:00 and 13:30-17:30 for collection; any overdue collection shall be deemed as waivers.

    ★Notes:
    1.Passengers of the shuttle bus shall board with bus tickets.
    2.The starting time of the returning bus is 8:30, and the last bus is 13:30; the bus will leave once all seats are taken. Participants who purchased bus tickets shall be aware of the boarding time.

    ★The clothing dispatched will be in size L when the participants failed to choose the clothing size, and no replacing service will be available.
    (8)Order Inquiry and Changing:
    【Order Inquiry 】
    After completing the registration, you may visit the registration system and click on “Registration Inquiry” on the event page → enter the order number and ID number for inquiries.

    【Order Modification 】
    After receiving the notice of being officially enrolled or enrolled from the waiting list, the participants may select the payment method and modify their registration details on the “Registration Inquiry” page by logging into the system.
    ※ Modification allowed –Date of birth of participants, clothing size, personal best result of the marathon, shuttle bus, contact address, registration method and payment method.
    ※ Modification not allowed - Chinese and English names of participants, ID /Passport numbers, gender and category.

    【Changes in Fees After Modifying Orders】
    For alterations in the payment amount resulting from details modification, the system will notify the new order data and amount; participants with altered orders shall complete payments by using the latest E-mail notice within the payment period.

    【Payment Certificate Receipt】
    The payment certificate receipt will be sent to the E-mail provided upon registration one month after the payment deadline.

    (9) Others:
    1.Failure in paying the registration fees or the insufficiency of payments shall be deemed as failing to complete the registration procedures; the registration data entry will be automatically deleted, and the parties involved shall have no dissenting opinions. During the open registration period, each person may only register for one item and one category; no cross-category registration or repeated registration shall be made.
    2.Persons who wish to participate in the marathon shall assess their own physical conditions and experiences in marathon participation. For persons who are not capable of completing the marathon within 5hrs 45min, then Challenge Run is recommended.
    3.Please duly fill out the registration information. After the deadline of the registration period, the basic information, including the Chinese and English name, ID/ Passport numbers, gender, and category, may not be changed.
    4.Upon registration, please verify information such as names, date of birth, ID/ Passport numbers, gender, and relevant information of participants. Since fraudulent information affects the integrity of the competition, should the fraudulent information be found before the race, the participant will be disqualified from the race; the refunding method shall be subject to the refunding system stated in Article 16 of the Regulations; should the fraudulent information be found after the race, the record of such participant will be removed, and no objection will be accepted. All rewards (including medal, prize money, and prize, etc.) will be confiscated, where the vacant rankings and awards will be offered to the subsequent participant of eligibility.
    5.All registration details may not be modified after the specified deadline stated by the Organizing Committee. The kits will be dispatched accordingly; no further dispatch or replacement will be made.
    6.In order to enhance the level of the race and increase international exposure, the Organizing Committee may invite home or international elite marathon runners to join the race. To encourage persons with visual disabilities to participate in the marathon, there will be no quota limit for persons with visual disabilities, foreigners, and elite runners; they shall be accounted for extra quota.
    7.Participants in the visually impaired category may only register when they have companions to accompany them during the entire course. One participant may only have one companion, whose record shall be calculated together with the visually impaired participant; the registration fee is exempted for companions. The Organizing Committee will provide insurance, check-in kits, participation kits, and finisher kits.

  • 12.Rewards:
    (1)The prize money for the race is divided into “Record-Breaking,” “Overall Ranking,” and “Categories,” no duplicated receipt of prize money from more than one prize item is allowed (except for special prize).
    (2)The marathon participant who ranked first in “Overall Ranking” together with “Record-Breaking” records will receive additional Record-Breaking Prize money of US$10,000; the best records are as follows:
    【Male Record 2:11:17】Mathew Kipsaat from Kenya set the new record in 2019.
    【Female Record 2:34:08】Naomi Jepkogei Maiyo from Kenya set the new record in 2019.
    (3)Prize money for Marathon Overall Ranking:
    The prize money will be dispatched in US dollars for domestic and foreign male and female participants.

    (9)Notes for the Prizes:
    1.When claiming prizes, locals shall present a copy of their national ID, and foreigners shall prepare relevant documents of passports or resident’s permits in favor of the smooth distribution of prize money.
    2.According to the label road race regulations of the World Athletics (WA), participants ranking the top 8 for the marathon (male and female groups) shall pay 2% of the prize money to the WA as the out-of-competition doping control fund (handled by the Organizing Committee).
    3.According to tax regulations in Taiwan, domestic winners with prize money more than NT$ 20,000 are subject to 10% income tax; foreign winners are subject to 20% income tax regardless of the amount in prize money.
    4.The prize money and prizes provided by the Organizing Committee shall only be claimed by the winner, proxy/agent is not allowed. If the winners do not receive the prizes at lectern or on-site during the event, it will be regarded as waiver and no separate delivery will be provided. No objection is allowed.
    5.The prize money provided by the Organizing Committee for Marathon overall ranking (both male and female group) will be issued through remittance, while prize money for all other groups is paid in cash.
    6.Doping Control:
    All participants are obliged to take doping control tests, and the Organizing Committee will only transfer the prize to a designated account after the announcement of the test results. According to World Anti-Doping Agency Code, participants refusing to take the test or verified with violation from test result will face cancellation of race record and prize obtained. In addition, the relevant prize money and awards must be returned to the organizer. The vacant ranking and awards will only be rearranged and distributed after completion of the hearing process for the disqualified participant.   • 13.Notes for the Race:
    【Physical Condition】
    1.Upon registration, the participants shall assess their physical condition and register for suitable categories.
    2.Participants with special medication and illness may provide notes on the back of their bibs before the competition. In case of physical condition during the competition, such notes will assist the medical personnel with timely information.
    3.Participants with physical condition during the race shall follow advice from the referee and drop out of the race immediately.
    4.Once registered, the participant is deemed to accept that the Organizing Committee shall not be held responsible for sudden death or accidents resulting from personal illness, physical factors, disobedience of WA rules, or failure to comply with instructions from the referee. Moreover, the Organizing Committee shall not be held obliged for any compensation. Should the participants not agree with the above, please do not register.【Finish Time】
    1.The cut-off time for each turning point is as follows (including the buffer); if participants fail to pass the turning points before the following time, the Organizing Committee reserves the right to disqualify such participants, and the disqualified party shall have no dissenting opinions.

    2.Participants disqualified by the Organizing Committee shall follow instructions from the referee, take the shuttle bus provided by the Organizing Committee, and return to the event venue without straying on the tracks.
    3.Participants who failed to finish the run shall take the shuttle bus back to the event venue, return the timing chip at the drop-off point, and collect the NT$100 chip deposit.
    【Timing Chip and Deposit Refund】
    1.The timing chip will be used throughout the marathon and challenge run to record the competition records. There will be checkpoints along the running course; participants shall cross the sensor mat for timing chips to record results. In the absence of sensor records for the starting point, the finishing point, and each checkpoint, such participants will be disqualified, and no time will be recorded, nor will the finishing certificate, medal, and finisher kit be awarded.
    2.According to WA Rule 19.24.5, the starting time commences upon firing of the starting gun. The Organizing Committee shall start timing based on the gun firing, and the records shall be used for determining the ranking and records of participants.
    3.The race records and rankings shall be based on the results released by the Organizing Committee. Participants shall fasten the timing chip on the bibs without removing it. Participants shall bear full responsibility for not having their timing chips fastened properly according to the rules and leading to timing problems (relevant instruction of using timing chip is clearly illustrated in the electronic event manual).
    4.Swapping timing chips, carrying the timing chip of others, and carrying two timing chips or above is prohibited. Violators will be disqualified, and the results will not be recognized.
    5.The timing chip is the basis of timing; please make sure to pass each checkpoint during the race. For participants not using timing chips according to the rules of the Organizing Committee and led to the absence of timing records, the Organizing Committee will bear no responsibility.
    6.Please start on time. The Organizing Committee is entitled to disqualify participants who fail start gate within 15 minutes or 10 minutes after the starting time of marathon or challenge run, respectively, and the results will not be recognized.
    7.After finishing the race, please return the timing chip to the designated stand on the same day to retrieve the deposit of NT$100.
    8.Participants who completed registration without taking part in the race or returning the timing chip in time on the race date shall return the timing chip to the Chinese Taipei Athletics Association (Room 602, Floor 6, No. 20, Chu-Lun Street, Zhongshan District, Taipei City) either in person or by post attached with banking details for a refund before 31st March 2023. Should the timing chip not be returned within the said period, it will be regarded as a waiver of refund.

    【Kits Collection】
    1.When receiving the check-in kit, participants shall ensure information such as participating names and numbers on both the “number bib” and “timing chip” are correct. This prevents prejudicing the interest of participants due to distribution mistakes.
    2.Please duly take care of the check-in kit after distribution; there will be no re-distribution.
    3.The Organizing Committee will set up a timing chip testing station at the Marathon on-site check-in. Participants are welcomed to have the timing chip tested on-site, and the timing chips are exchangeable in case any problem occurs.
    Testing Time:
    11:00 to 20:00 from 16th to 17th March 2023.
    11:00 to 15:00 on 18 th March 2023.
    Testing Venue: Banqiao First Stadium(No. 278, Hansheng E. Rd., Banqiao Dist., New Taipei City)

    【Storage】
    1.For storage of personal belongings, participants shall use the storage bag specified by the Organizing Committee. The Organizing Committee reserves the right to cancel storage services for violators.
    2.The staff at the storage section will provide two duplicated stickers with one for the bib and the other for the storage bag. The sticker shall be presented for retrieving personal belongings after the race.
    3.The Organizing Committee will provide storage space for participants’ personal belongings. All participants shall keep their own valuables safe. The Organizing Committee shall not be held liable for any losses.
    4.Participants’ personal belongings can be stored from 5:00 to 13:00 on 19 th March 2023. The storage sticker shall be presented for retrieving personal belongings.

    【Entry Interests and Other Notes】
    1.In order to protect the interests of the participants, the entry right of participation is non-transferable to non-registered individuals. In case of any loss of interest due to the aforementioned transfer, the party in question shall bear full responsibility.
    2.Upon illness, typhoon, or other force majeure, the Organizing Committee will consider the safety of participants and determine relevant corresponding measures, and the participants shall have no dissenting opinions. When the event is canceled accordingly, the Organizing Committee will refund 50% of the registration fees, and fully refund the home delivery, shuttle bus ticket, and timing chip deposit, but remittance service charges and administrative fees of NT$30 for participants using convenience store or ATM payment and 3% of the credit card payment for participants using credit card payment will be charged. The bath towel/hand towel will be delivered by post (to domestic addresses only).
    3.Please read the competition regulations carefully and follow instructions from the referee.
    4.Safety pins for bibs will be provided by the Organizing Committee.
    5.Participants of the marathon and challenge run shall collect the medals at the designated section for finishing within the prescribed time. The medals will not be re-issued or dispatched subsequently.
    6.The event vests, bath towel/hand towel, and other giveaways will be provided by the sponsors. Detailed specifications are subject to provision from the sponsor. Participants may choose not to receive the event vests for environmental protection (registration fees remain the same).
    7.The bibs and chips will not be re-issued if participants forget to bring them on the race day.
    8.For environmental protection, please prepare your own cup or water bottle.
    9.No Open Flame: To ensure public safety, all forms of smoke and flames are forbidden. Staff will persuade participants for any occurrence of smoke or fire; for participants who ignored such advice and repeated such acts, the Organizing Committee is entitled to disqualify and remove their participation records.
    10.Handling of heatstroke based on risk coefficient: [Formula = outdoor temperature (°C) + outdoor relative humidity (%) × 0.1]. For risk coefficient greater than 40, the Organizing Committee is entitled to cancel the event to prevent participants’ heatstroke. The registration fees for such event cancellation are not refundable, and participants shall have no dissenting opinions.

  • 14.Insurance Liabilities:
    Please consider your physical condition before taking part in the race. Participants shall have enough sleep the night before and breakfast at least 2 hours before the race begins. Emergency medical care will be provided on-site. Symptoms caused by personal illnesses are not covered by insurance; only injuries suffered from public accidents are covered by public accident insurance compensation.
    (2)The event is organized according to relevant regulations under the Guidelines for the Safety Management of Large-scale Gatherings promulgated by the Ministry of the Interior. The Organizing Committee will provide public accident insurance for participants (throughout the race) and the staff (throughout the event) with a premium of NT$ 5,000,000 per person.
    (3)Public Accident Insurance Coverage: the insurance company will be liable to provide legal compensation for third-party injury, death, or property damage caused by the following accidents that occurred during the covered period:
    1.Accident occurred to the insured while during the run specified in the insurance contract of the race.
    2.Accident occurred to the insured by buildings, tunnels, machines, and other work sites along the running course.
    (4)Exclusions:
    1.Sports injuries caused by personal illness.
    2.Symptoms caused by personal fitness or cardiovascular symptoms, such as shock, cardiac disease, diabetes, heat exhaustion, heatstroke, high altitude syndrome, epilepsy, and dehydration, etc. (including but not limited to the above diseases). On the race day, requisite emergency medical care will be provided on-site. Syndromes caused by personal illnesses will not be insured; only injuries suffered in relation to the public accident are covered by public liability insurance compensation.
    (5)In case of a participant with a history of personal illness or diseases set out in clause (4), please consider your health condition and safety, as well as getting personal medical and accident insurance. The Organizing Committee will not carry out any pre-race health assessment; all participants shall bear full responsibility personally for joining the race.
  • 15.Violation and Penalties:For participants who violate the following requirements, their competition records will be removed.
    (1)Participant who benefits from the help of another person (such as taking a ride, receiving support, and others) during the race.
    (2)Participant who carries a pet during the race.
    (3)Participant who has inconsistent registration category, identification, and qualification.
    (4)Participant who violates sportsmanship and ethics (such as fighting, scolding the referee, and others).
    (5)Participant who does not wear the bib and timing chip.
    (6)Participant who does not attach the bib in front of his/her chest.
    (7)Participant who picks up drinks or food not provided at event water/refreshment station (but by audiences) during the race (warning for the first violation and disqualification for the second violation).
    (8)Participant who picks up other participants’ drinks without permission during the race (warning for the first violation and disqualification for the second violation).
    (9)Participant who accepts the other participant’s drinks, food, or sponge (warning for the first violation and disqualification for the second violation).
  • 16.Refund System:
    (1)The event is a marathon competition of official sport nature; the refund is not applicable according to “Precautions for Safety Maintenance and Interest Protection of Running Event Participants” set by the Sports Administration, Ministry of Education.
    (2)In case of participants not being able to participate due to personal reasons, the refund will be processed according to the following procedures:
    1.Those who submit applications before 31st December 2022 shall receive a 60% refund on registration fees, full refund on home-delivery, shuttle bus ticket, and timing chip deposit, but remittance service charges and administrative fees of NT$30 for participants using convenience store or ATM payment and 3% of the credit card payment for participants using credit card payment will be charged.
    2.Those who submit applications from 1st January 2023 to 1st March 2023 shall only receive the refund for the timing chip deposit of NT$100. For the refunding method of the deposit, please refer to the procedure provided in Point 8, Rule 13 [Timing Chip and Deposit Refund] in this Regulation.
    3.If the race date falls during the quarantined period for COVID-19, please provide formal certificates for application before 31 March 2023. Participants will receive full refunds after being confirmed by the Organizing Committee, but remittance service charges and administrative fees of NT$30 will be charged; relevant measures will be amended on a rolling basis subject to the condition of the outbreak.
    (3)For those who wish for a refund, please complete the refund application(excel/ods) in detail and send it to wanjinshimarathon@gmail.com for registration. The refund will be processed after the participant’s identification and data are verified. A refunding equal to losing the qualification in participation.
  • 17.Regulations in Relation to Personal Information Protection Act:
    (1) Please read the event disclaimer carefully before registration so as to understand and agree on the Organizing Committee’s usage of “information” provided for registration, including personal information such as full names, birth date, age, ID/ Passport numbers, address, photo, and contact number, as well as executing entry process, generating requisite numbers and timing chips for participants, together with other interests related to the race.
    (2)With the aforementioned registration process, together with the acquisition of information and photos for the process or results of the relevant race event, the “information” will be provided to the Organizing Committee’s service providers in preparation for relevant services. Participants shall agree that within the scope of event marketing and possible purpose concerning participants’ interests, the photos, motion tracking records of participants, and videos from the race, as well as post-race results (including names, nationality, categories, and finishing time of participants) (collectively, referred to as the “Event Information”) can be collected and used by organizers and main sponsors during or after the race. Moreover, the Event Information can be released, broadcasted, and demonstrated on the webpage, platform channels, and various media instruments of the Organizing Committee’s service providers.
  • 18.In case of unaddressed matters, the Organizing Committee reserves the right to revise this Regulation and announce accordingly.
